Public education K-14 in California

is comprised of over 1,000 school districts and 73 community college districts. These districts support the education of millions of students and employ thousands of teachers, administrators, and support personnel. However, there are 5 major issues that create the complexities for management in California educational system - Collective Bargaining, Financial Restrictions, Human Resources and Personnel Issues, Governance, and Proper Representation.

School Employers Association of California (SEAC) is a joint-powers agency that provides education, support, and professional development to superintendents, Boards, human resource professionals, and management teams through training, research, and advocacy in collective bargaining, personnel, governance, and representation.
